First regional seminar of professional and continuing training from 13th to 16th september 2023-Dubai-UAE

In the context of the ICAESC’s attributions and taking into consideration a directive has long ordered by the Directorate of the Ministry of Foreign Affairs, as regards the uprising of the knowledge and capabilities of agents who, abroad of the country, respond for consular activity; RECOGNIZING THE IMPORTANCE OF ESTABLISHING A COMMON LANGUAGE BETWEEN CONSULATES AND CONSULAR SECTORS OF EMBASSIES, WITH REGARD TO THE EXERCISE OF CONSULAR ACTIVITY; ANSWERING THE CHALLENGES THAT ARISE IN A GLOBALIZED WORLD AND THEIR CONSEQUENCES, ONE OF WHICH IS THE SPREAD OF TERRORIST ACTIVITIES; Under the guidance of the Minister of Outer Relationships, and under the auspices of the ICAESC, the Consulate General of the Republic of Angola in Dubai Handered, from September 13 to 16, 2023, in the city of Dubai-Emiridos United States, the 1st Regional Vocational Training Seminar AND KEEPS GOING; THE OPENING OF THE EVENT WAS PRESIDED BY HIS EXCELLENCE, DOMINGOS CUSTÓDIO VIEIRA LOPES, SECRETARY OF STATE FOR INTERNATIONAL COOPERATION AND ANGOLAN COMMUNITIES, WHO HIGHLIGHTED THE IMPORTANCE OF CONTINUOUS CONSULAR TRAINING IN THE EXERCISE OF CONSULAR ACTIVITY AND WISHED THAT ACTIVITIES OF THE KIND BE REPLICATED IN OTHER REGIONS; THE SEMINAR WAS ATTENDED BY HIS EXCELLENCE, JÚLIO BERLAMINO GOMES MAIATO, PLENIPOTENTIARY AMBASSADOR OF THE REPUBLIC OF ANGOLA IN THE UNITED ARAB EMIRATES, SPEAKERS FROM THE NATIONAL MARITIME AGENCY, THE MIGRATION AND FOREIGN SERVICE, THE EXTERNAL INTELLIGENCE SERVICE, THE MIN TERRITORY OF JUSTICE AND HUMAN RIGHTS, THE INSTITUTE OF ANGOLAN COMMUNITIES ABROAD AND CONSULAR SERVICES, AS WELL AS THE CONSULATE GENERAL OF ANGOLA IN DUBAI; A TOTAL OF 6O PARTICIPANTS WERE PRESENT AT THE SEMINAR, INCLUDING CONSULAR AGENTS AND OTHER MDC EMPLOYEES, NAMELY; SAUDI ARABIA, QATAR, UNITED ARAB EMIRATES, DUBAI, VIETNAM, TURKEY, CHINA, GHANZOU, MACAU, ETHIOPIA, ISRAEL PHILIPPINES, WITH EGYPT AND SOUTH KOREA ABSENT. THE SEMINAR PROGRAM, TEACHED BY EXPERTS FROM THE ENTITIES MENTIONED ABOVE, INCLUDED TOPICS SUCH AS:

CONSULAR PROCEDURES AND ACTS ON VESSELS DESTINED TO ANGOLA, IN WHICH ISSUES OF THE VESSEL CONCEPT AND THEIR RESPECTIVE CHARACTERISTICS WERE ADDRESSED, THE ENTITIES INTERVENING IN THE PROVISIONAL REGISTRATION PROCESS OF VESSELS, THE RELATIONSHIP BETWEEN CONSULAR POSTS AND AGENCY NATIONAL MARITIME, AS WELL AS THE RELATED TO INSPECTION AND FINAL REGISTRATION;  THE CONSTITUTION OF THE REPUBLIC OF ANGOLA AND ANGOLA’S RELATIONS WITH THE WORLD, IN WHICH CONCEPTS OF THE STATE ORGANIZATION AND THE FUNDAMENTAL RIGHTS AND FREEDOMS OF CITIZENS WERE ADDRESSED;  LAW ON THE LEGAL REGIME OF FOREIGN CITIZENS IN THE REPUBLIC OF ANGOLA; ISSUES RELATED TO THE RIGHTS AND DUTIES OF FOREIGNERS, TYPES OF VISA (DIPLOMATIC, CONSULAR AND TERRITORIAL), STAY, EXPULSION AND PROHIBITION OF EXIT OF FOREIGNERS IN ANGOLA HAVE BEEN ADDRESSED;  TERRORISM AND RELATED CRIMES; HAVING BEEN MADE THE CHARACTERIZATION OR EVOLUTION OF THE PHENOMENON OF TERRORISM IN AFRICA, THE LEGAL CONCEPTS ABOUT TERRORISM, AS WELL AS METHODS OF PREVENTING AND COMBATING TERRORISM  ORGANIC STATUTE OF ICAESC, WHICH HAS BEEN MADE A PRESENTATION ON THE CONCEPT OF PUBLIC INSTITUTE, IN LIGHT OF THE LEGISLATION IN FORCE, THE ATTRIBUTIONS OF ICAESC AS WELL AS THE ORGANIZATION AND ITS OPERATION. THE CURRENT LEGISLATIVE PROCESS WHICH AIMS TO APPROVE LEGAL DIPLOMS ESSENTIAL TO CONSULAR ACTIVITY, SUCH AS CONSULAR CAREER, EMOLUMENTS, ETC., WAS ALSO ADDRESSED.  CONSULAR FUNCTIONS, WITH PRACTICAL ISSUES RELATING TO CONSULAR FUNCTIONS AND ASSISTANCE HAVE BEEN ADDRESSED  NATIONALITY LAW, WITH AN APPROACH HAS BEEN MADE ON THE EVOLUTION OF THE CONCEPT OF NATIONALITY, IN LIGHT OF THE LEGISLATION IN FORCE, CONCEPTS OF ACQUISITION, REACQUISITION AND LOSS OF NATIONALITY;  CIVIL REGISTRATION AND NOTARY OFFICES.

THE LECTURES WERE SEQUENCED BY INTERACTIVE THEMATIC DEBATES. SEMINAR STUDENTS HAD THE OPPORTUNITY TO ANALYZE AND DISCUSS, ACCURATELY, THE PRACTICAL ISSUES RELATED TO THE PROPOSED TOPICS, NAMELY: PROVISION OF CONSULAR ASSISTANCE, VISA TYPES, PERMANENCE, DEPARTURE, EXPULSION AND PROHIBITION OF LEAVING THE NATIONAL TERRITORY, REGISTRATION CODE CIVIL AND NOTARY, LEGISLATION ON PREVENTING AND COMBATING TERRORISM AND RELATED CRIMES AND ISSUES RELATED TO THE LEGAL CONCEPT OF NATIONALITY. IN TURN, IN HIS CLOSING SPEECH, HIS EXCELLENCE, JÚLIO BERLAMINO GOMES MAIATO EMPHASIZED THE PROFECTIVE FORM AND CONCISE OF THE TOPICS PRESENTED AND THE IMPACT ON THE TRAINING OF EMPLOYEES AND IMPROVING THE PROVISION OF CONSULAR SERVICES. 2. CONCLUSION: PARTICIPANTS CONCLUDED THAT:  CONSULAR PROCEDURES AND ACTS ON VESSELS DESTINED TO ANGOLA MUST BE WIDELY DISCLOSED;  KNOWLEDGE OF THE CONSTITUTION OF ANGOLA CONSTITUTES A FUNDAMENTAL PILLAR IN THE AFFIRMATION OF ANGOLANITY AND EXERCISE OF PUBLIC FUNCTIONS;  PREVENTING AND FIGHTING TERRORISM IS A RESPONSIBILITY OF ALL PUBLIC AGENTS, IN PARTICULAR;  CONSULAR AGENTS AND EMPLOYEES MUST MASTER THE FORMS OF ACQUISITION, LOSS AND REACQUISITION OF ANGOLAN NATIONALITY, PROVIDED FOR IN THE NATIONALITY LAW AND OTHER RELATED LEGISLATION; 3. RECOMMENDATIONS: PARTICIPANTS RECOMMENDED:  THE CONDUCTION OF OTHER CONSULAR TRAINING SEMINARS AND GREATER DISSEMINATION OF CONSULAR AND RELATED LEGISLATION;  PROMOTION OF ACTIVITIES AIMING TO PERMANENT CLOSENESS WITH THE RESIDENT ANGOLAN COMMUNITY;  HELDING A WORKING MEETING BETWEEN ICAESC AND THE NATIONAL MARITIME AGENCY WITH AIM TO CONCERTATION ON ISSUES RELATED TO THE REGISTRATION OF VESSELS DESTINED TO THE REPUBLIC OF ANGOLA;  STREAMLINE THE PROCESS OF REGULATION AND UNIFORMIZATION OF THE FEES TABLE;  CALL ON AGENTS FOR GREATER TECHNICAL TRAINING IN THE PREPARATION OF DOCUMENTS RELATED TO ACTS OF CIVIL REGISTRATION, SUCH AS REGISTRATIONS AND TRANSCRIPTION OF SEATS, AS WELL AS ACTS OF NATORIAGE; DONE IN DUBAI, ON SEPTEMBER 15, 2023.
